My husband -- George Carter -- and I met Pandy in Lesotho in the 1980s. He was such a delightful man! Always wonderful to have over for dinner which meant also many fabulous conversations. We were grateful that Pandy stayed in touch with us. Pandy also agreed to serve on the advisory board of my own non-profit -- Global Visits -- which connected students from emerging countries and democracies with nontraditional students in the US who would not be able to do a traditional student exchange program. Global VIsits offered the ability to have study exchanges via technology with the same benefit of growth through communications as with traditional exchanges. Given Pandy's own work, he saw he benefits of such a program. I am so sorry we were never able to travel to Canada to visit with Pandy....it would have been a fantastic get together! George died 10 years ago and I am so grateful that you were able to contact me and let me know of Pandy's passing. In gratitude.....Betty Tonsng

My thoughts are with the Halamandaris Family during this sad time. I had the pleasure of meeting Dr. Halamandaris when he hired me in the early 70's to work for the IMPACTE Program. Pandy's passion for extending Education beyond the halls of Brandon University resulted in its recognition across the Country and beyond for its outreach programs. I always enjoyed my visits with Pandy and Helga. They are together now. My condolences to his Family and may the memories of the happy times you all shared help you through these difficult days.

Pandy was a great man. he was a trail-blazer in the area of Indigenous education in the early 1970s, at the forefront in the development of several education programs targeting teacher training. Pandy subsequently became committed to implementing the principles of these programs internationally in Swaziland and Malawi. He approached both tasks with a level of passion that was unparalleled. I gained respect for him as a professional when I first met him in the mid-1970s, and my level of admiration only grew through the numerous occasions, both within and outside Brandon University. I became aware of his actual reach in the field of international education when we both travelled to Swaziland and Malawi in the late 1980s to represent Brandon University at various levels in those countries. That trip (and an earlier visit at the home of the Canadian International Development Agency-CIDA) helped me gain an understanding of how respected he was the community of students, scholars and administrators, and how proud he was that his approach had been "co-opted" why other countries involved in International development, something that helped put Brandon University on the map. That trip also gave me an opportunity to get to know him as a person, learning more of his cultural background (in many ways very similar to my own as an "outlier" in both his country of origin and in Canada) and of his values and beliefs which, as anyone who knew Pandy will remember, he held on steadfast.
Brandon University can be very proud to have had Pandy in its ranks. He is a worthy representative of what may be referred to as "the first generation of scholars" who added valuable applied research to what was already a well-known teaching college in the early years of its development as a university.
Pandy will be missed. His many contributions to education and his human qualities will be fondly remembered. Yorgo, Peter and grandchildren, please accept my sincere condolences on his passing.

Condolences to the Halamandaris family. I had the pleasure of meeting and working with Dr. Halamandaris in the 70’s when I worked at Brandon University in the Department of Education. He was one of the kindest, most gentle and fairest people I have ever met. Without doubt he was my favorite to work for. A true humanitarian indeed. Dr. Halamandaris made a difference in so many peoples’ lives and mine is no exception.

I am very sorry to hear about this. I had been wondering how he had been doing recently. I especially enjoyed his visits to my office and our chats about everything including politics, travel, education, Greek culture, world affairs and every other topic imaginable. With my sincere condolences to all Pandy's family from the Faculty of Education, Brandon University. Pandy was an esteemed colleague and a well-liked and highly-respected professor. Although retired since 1999, as Professor Emeritus, he kept in touch with colleagues at Brandon University right up until pre-covid times.
With deep sadness we celebrate the life of someone who made a true difference in the lives of many.
